The Government Contract Bidding Checklist Nobody Hands You
Finding a contract is step one. Most small businesses lose the deal in the steps between "I found it" and "I submitted it." Here's what actually needs to happen.
1. Confirm you're actually eligible before you spend time on it
Check the set-aside type, NAICS code, and size standard against your own registration. A great-looking contract you're not eligible for is zero contracts.
2. Read the full solicitation, not just the summary
The posted title and description are marketing copy. The actual requirements, evaluation criteria, and submission format live in the attached documents — that's where bids get disqualified for missing something nobody read.
3. Check the response deadline against your real capacity
Government solicitations often give less runway than they appear to. Confirm the deadline in your calendar the day you find the opportunity, not the day before it's due.
4. Verify your registrations are current
SAM.gov registration, certifications (SDVOSB, WOSB, 8(a), HUBZone, MBE), and any state-specific vendor registrations all need to be active — not just filed at some point. Lapsed registrations are one of the most common reasons technically-winning bids get thrown out.
5. Price it like you intend to deliver it
Underbidding to win looks good until you're delivering at a loss. Build your price from your actual cost to perform, not from a guess at what the government wants to hear.
6. Get past compliance, then differentiate
Compliance gets you into the pile that gets read. It doesn't win the contract. Your past performance, your specific approach, and your certification status are what separate you from every other technically-compliant bid.
7. Submit early, not exactly on time
Government portals do go down. Submitting the day before, not the hour before, is the difference between a technical glitch being your problem or the portal's problem.
